How to immigrate to Quebec?

Permanent immigration pilot program for workers in the artificial intelligence, information technologies and visual effects sectors

This program allows the following two categories of people to settle in Québec permanently: 1) a foreign worker or a Québec graduate in artificial intelligence, 2) a foreign worker in information technologies and visual effects.

How to apply?

Create an account on the Arrima platform which is an expression of interest system for skilled workers who want to settle in the province of Québec. Similar to the IRCC Express Entry system, Arrima is also based on points.

PROGRAM REQUIREMENTS for foreign workers

Point SystemArrima
LanguageUnder the Francophone profile, you must have CNLC level 7, while under the Francization profile you must sign a francization agreement to learn French and integrate into the Québec society.
ExperienceIf you have a bachelor’s degree: 2 years’ work experience in the last 5 years in Québec or abroad in NOC type/levels 0, A or B on a full-time basis. If you have a master’s/PhD degree: 1-year experience before the application.  
Job OfferMust have a job or a job offer that is full-time, in the artificial intelligence sector for which you are qualified, the gross salary of your position is at least $75,000 if your employer is outside of MMC, or at least $100,000 if your employer is in the MMC area.
EducationMust have at least a bachelor’s degree
Settlement FundsSelf-sufficiency proof required.

PROGRAM REQUIREMENTS for Québec graduates

Point SystemArrima
LanguageUnder the Francophone profile, you must have CNLC level 7, while under the Francization profile you must sign a francization agreement to learn French and integrate into the Québec society.
Experience6 months work experience with a diploma/higher specialized studies. You must still be working in NOC level 0, A or B on a full-time basis.
Job OfferMust be working full-time or have a job offer for a full-time job in the artificial intelligence sector that is matching your qualification.  
EducationMust have obtained a university diploma (higher specialized studies/DESS, Master’s or Ph.D. degrees) during the last 24 months before the application in Québec. Must have lived in Québec during 50% of the study program.

ExperienceFull-time work experience of 2 years in the last 5 years before the application. Your job must be in one of the following occupations: NOC 2171 – Information systems analyst and consultant NOC 5241 – Graphic designer and illustrator, but only if your job is in the visual effects sector NOC 0213 – Computer and information systems manager NOC 2173 – Software engineer and designer NOC 2133 – Electrical and electronics engineer NOC 5131 – Producer, director, choreographer, and related occupations, but only if your job is in the visual effects sector NOC 2174 – Computer programmer and interactive media developer NOC 5225 – Audio and video recording technician, but only if your job is in the visual effects sector NOC 2281 – Computer network technician NOC 2241 – Electrical and electronics engineering technologist and technician
Job OfferMust be currently working or have accepted a job offer that is full time and the hourly wage is equivalent to the maximum range of the salary.
EducationMust have obtained a Québec diploma or college studies such as technical training, or a bachelor’s degree.
